PhD in Language, Reading & Culture por la Universidad de Arizona (Estados Unidos), M.A. in English Education por la Universidad de Puerto Rico - Recinto de Mayagüez. Profesor titular y coordinador de los programas de posgrado en Educación Bilingüe y TESOL en la Universidad de Puerto Rico, Recinto de Río Piedras. Sus intereses investigativos giran en torno al multilingüismo y las políticas educativas, y como estas últimas impactan en la enseñanza del idioma, en su investigación utiliza métodos cualitativos y mixtos, los cuales ha aplicado en suroeste de Estados Unidos, el Caribe y los Emiratos Árabes Unidos. Miembro activo de American Educational Research Association (AERA), American Association for Applied Linguistics (AAAL) y Comparative and International Education Society (CIES).
