The syntax of marginalization in Colombian language policies: From colonialism to neoliberalism

Colombia declared herself a multilingual country in its most recent Constitution (1991). While this declaration might sound poetic, romantic, advanced, and inclusive, reality is quite the opposite. Very few provisions have been made to preserve, foster, or promote multilingualism. Spanish (a colonial language) has been dominant for more than two centuries while we witness how Indigenous, and other minority languages tend to disappear. This lack of interest in promoting and celebrating multilingualism has deep roots in the colonial period and became even more apparent in 2004 when the National Government launched the National Bilingualism Program, whose main goal was to promote the teaching and learning of English (only) around the country at all levels of the school system. The program has been widely criticized by Colombian scholars for its discriminatory foundations and developments (Cárdenas, 2006b; González, 2007; Guerrero, 2008; Usma, 2009) because it does not include any provisions to cater to the needs of linguistic minorities and tends to widen the gap between the privileged and the underprivileged. Taking the issue of this policy as a disruptive point, to show that it responds to a pattern of exclusion and marginalization towards minority groups, the chapter will be weaving an historic account of language policies adopted by the Spanish Crown in the Americas until the present time with the ways in which colonial practices (language policy wise) mutated into coloniality and internal colonialism. The articulation of colonialism, coloniality, internal colonialism, and neoliberalism has configured a society with a highly colonized mindset that has normalized linguicism. By and large, the language policies adopted during the Spanish colonization have been followed, enhanced, fostered, and legitimized throughout our history configuring a syntax of marginalization towards linguistic minority groups.
